Herod the Great, King of Judea, receives the Magi, on their way to meet Jesus. And they inform the sovereign that a new "King", greater and more powerful than him, is about to be born. For Herod it is unbearable: and he ruthlessly orders to kill all children under two years of age, to kill Jesus too and maintain his kingdom. In one of the most tragic and shocking scenes in the entire Scrovegni Chapel, Giotto represents the cruel sovereign atop a tower, intent on giving the order for the massacre.
